Questions about the method.

What do assess, intervene, monitor and verify actually mean?

Assessing is establishing a baseline from goals, history, data, sensations, position and context. Intervening is applying a concrete training, fit or purchase strategy. Monitoring is following load, recovery, adherence and response throughout the process, not only at the start and the end. Verifying is measuring the response and documenting the change, including when the change is not the one expected.

How is this different from a normal training plan?

A plan is an intervention: the second of the four steps. The method is what decides which intervention applies before it is written, and what checks afterwards whether it worked. A plan without a prior baseline cannot be verified, because there is nothing to compare it against.

Do I need a power meter or a lot of data to start?

Not to begin. More data makes the reading finer, but the baseline is also built from history, sensations, position and context. What is stated from the outset is how far the interpretation can go with the data available, rather than presenting every reading as equivalent.

How long before it is clear the intervention worked?

It depends on what was changed. A position change can be felt within the first long rides; a physiological adaptation needs blocks of weeks before a measurement means anything. Verifying too early produces noise, not evidence.
